If you look careful at the photo it shows that the newspaper is dated 24, February 2003. Yes! there is no mistake in the print.
What was written in the front page of the local tabloid

That was in 2003 . Just few weeks ago fatal accident happened that killed more than 20 people. What action the authorities had taken since 2003?...emm..annual bonus..?
